Under Law 33/2021, of 02 December, on transparency, access to public information and open government, public administration is subject to the principle of transparency, as established in section 3 of Article 72 of the Constitution of the Principality of Andorra.
This principle is a keystone of democratic, pluralist society, because it not only fosters integrity, efficacy, efficiency and accountability in public authorities but also enables citizens to form an opinion on the status of matters of public interest.
Although the Andorran legal system contemplates transparency obligations in various spheres, such as publication rules for public procurement, it is essential to continue increasing and strengthening transparency in administrative activities. This requires a profound transformation in the organisation of public authorities and their relationship with citizens, to promote awareness of public activities, encourage citizen participation and improve the quality of public information and administration.
The principle of transparency is developed by establishing active publication requirements for public authorities and bodies and recognising the right of access to public information.
